Online Payments in Nigeria

Question: Did paypal really blacklist Nigeria? I have been catching up with old posts on blogs that give me the benefit of the doubt that it might be our own central bank at work. Think about it, why can't we have MasterCard/VisaCard in Naira?

Any one with tips on how to get Paypal here in Nigeria?
